Senior Associate Infrastructure

Job Description

The Senior Associate Infrastructure will support the FOMB’s Infrastructure Team, contributing critical operations related to government infrastructure entities. This role entails the support in development of Fiscal Plans, Budgets, and financial models, as well as the meticulous analysis of B2A reports. The Senior Associate will support in evaluating contracts for FOMB approval and will interact with key internal and external stakeholders.

Essential Role and Responsibilities

  • Support the development and planning of infrastructure projects and initiatives, ensuring they align with strategic objectives of the Economic Growth and Revitalization Area and all regulatory requirements.
  • Contribute to feasibility studies, risk assessments, and securing of all infrastructure projects comply with relevant local, state, and federal regulations, as well as industry standards.
  • Support the financial aspects of infrastructure projects, including budgeting, cost control, and funding strategies.
  • Contribute to delivering projects within budget and seek opportunities for cost savings and efficiencies.
  • Ensure that the implementation of government agencies’ policies and directives is on track, monitoring progress and addressing any deviations from the planned course of action.
  • Track and monitor reorganization of the transportation assets.
  • Support the establishment of a Transportation Policy Board.
  • Support the enhancement of and improvement of broadband access and connectivity for all of Puerto Rico’s residents and businesses.
  • Commence the transfer of Tren Urbano assets from HTA to PRITA, with FTA grantee status approval to PRITA as the catalyst.
  • Support the negotiation and management of contracts with suppliers, contractors, and service providers. Ensure that contractual obligations are met and that performance standards are maintained.
  • Support the adherence to the Certified Fiscal Plan and Budget, ensuring that important milestones are met, and deadlines are complied with.
  • Keep a close eye on liquidity and other financial metrics. Conduct complex analyses and prepare detailed reports to communicate findings to the Economic Growth and Revitalization Coordinator, the Executive Director, Directors and the Board as necessary.
  • Develop and review revisions to the Fiscal Plan as necessary, potentially coordinating with advisors to ensure the plan’s robustness and relevance.
  • Meet with advisors to coordinate the preparation of Certified Fiscal Plans and Budgets.
  • Develop and review the annual budget process to ensure consistency with the Certified Fiscal Plan.
  • Monitor developments and advise management once implementation occurs or if delays are expected.
  • Prepare materials for the communications team to ensure that key messages and updates are effectively shared with stakeholders and the public.
  • Communicate with management about important milestones and policy decisions required.
  • Be prepared to take on additional tasks as required by operational needs, demonstrating flexibility and the ability to respond to changing circumstances.

Key Relationships

Internal Relationships

Daily contact with the Economic Growth and Revitalization Coordinator, Directors, Managers, and staff to achieve the objectives of PROMESA.

External Relationships

Frequent contact with consultants, government agencies, attorneys and other stakeholders as needed.

Supervisory responsibilities

This position involves supervisory responsibility.

Requirements for the position

Education and Experience

  • Bachelor’s degree in civil engineering, electrical engineering, mechanical engineering, construction management, business administration, or a related field is often required.
  • Master’s degree in engineering, business administration (MBA), or a specialized field such as energy management, infrastructure planning, or urban planning can be highly beneficial.
  • A minimum of 2-4 years of specific combined experience, working with infrastructure development, construction, engineering, or a related field, with a proven track record of leading large-scale projects in the government (local or federal is preferred).
  • Strong technical knowledge of infrastructure systems, design principles, construction methods, and the integration of new technologies.
  • Analytical and financial planning skills necessary.
  • Analytical and financial planning experience.
  • Experience in Federal funding requirements and budget development.
  • Capable of presenting budget to high-level management.

Skills and Competencies

  • Exposure to civil, mechanical, or electrical engineering principles relevant to transportation infrastructure solutions.
  • Understanding of sustainable infrastructure practices, including green technologies and renewable energy sources.
  • Familiarity with urban development, zoning laws, and the impact of transportation on city planning.
  • Knowledge of transportation technologies, traffic management systems, and smart city initiatives.
  • Awareness of government regulations, safety standards, and compliance requirements for transportation projects.
  • Skills in financial analysis, budgeting, and cost control to ensure the economic viability of infrastructure projects.
  • Proficiency in managing complex projects, including planning, execution, monitoring, and closing projects successfully.
  • Skills in data analysis and the use of modeling software to forecast energy trends, perform financial modeling, and evaluate project feasibility.
  • Skills in conducting life cycle assessments (LCAs) to evaluate the environmental impact of infrastructure projects over their entire life span.
  • Demonstrate critical thinking and ability to bring order to unstructured problems and recommend solutions.
  • Resourceful, and able to communicate with internal and external sources to obtain the necessary information to inform recommendations.
  • Ability to timely deliver quality work as well as review the work of others for relevance, accuracy and quality.
  • Ability to meet deadlines, develop realistic action plans and measurable outcomes, create program budgets, prioritize, and plan workload, and use time efficiently.
  • Experience in assessing and adjusting financial models.
  • Work with large, complex data sets to build models and leverage data visualization tools.
  • Learns and adapts to dynamic demands inherent to the job and work environment.
  • Proficiency in financial software and advanced Excel skills.
  • Advanced Office Skills (Word, PowerPoint).
  • Advanced English (excellent speaking and writing skills.
