Senior Associate for Policy and Economic Development

Job Description

The Senior Associate will provide policy guidance across the full range of economic development issues considered by the Oversight Board. The Senior Associate will locate and interpret factual data and information around economic development; conduct research; prepare objective, nonpartisan descriptive, background, and analytical policy reports; and participate in the department’s planning processes. The Senior Associate will conduct policy research and analysis about economic development issues affecting the Puerto Rico government and interact with a large network of academic and industry specialists.

Essential Role and Responsibilities

  • Engage in advanced study and research on a full range of economic development issues to understand and map best practices in policy design and implementation by looking at programs in U.S. cities, states, and other countries around the world.
  • Track and monitor current events, policy analysis papers, and government activities as they pertain to the department’s research topics.
  • Interpret and apply complex federal, state, and local policies, laws, rules, and regulations.
  • Work on translating research findings into actionable policy recommendations and innovative policy interventions.
  • Assist in disseminating research findings by publishing policy reports and briefs, newspaper articles, and blogs.
  • Actively engage with the private sector to increase overall awareness of economic development research and policy developed by the Oversight Board. 
  • Assist with presentations, event preparation, and other research-related tasks as needed.
  • Contributes to team effort by accomplishing department and FOMB-related results as needed.
  • Other tasks which may be required by operational needs.

Key Relationships

Internal Relationships

Daily contact with the Directors, Managers, and staff to achieve the objectives of PROMESA.

External Relationships

Frequent contact with consultants, government agencies, attorneys, and other stakeholders is needed.

Supervisory responsibilities

The position does not require supervisory responsibility.

Requirements for the position

Education and Experience

  • The Senior Associate for Policy and Economic Development preferably has an MA or equivalent in public policy, economics, business administration, statistics, or a related discipline, and at least 3 years of relevant experience (or a bachelor’s degree and at least 5 years of relevant experience).
  • The Senior Associate must be familiar with key sources of economic data and core scholarship on economic development, labor, or social policy issues.
  • It must also have proven competence to undertake research assignments with little or no supervision and a proven publication record.
  • Experience in applied research and an interest in engaging with high-profile individuals from academic, policy, corporate, government, and international circles.

Skills and Competencies

  • Excellent analytical skills
  • Experience using common business tools, including Word, Excel, PowerPoint
  • Ability to analyze data and situations, independently develop, effectively present and propose, and successfully implement solutions and alternatives.
  • Ability to handle complex and confidential information with discretion.
  • Strong written and oral communications skills are required in English and Spanish.
  • Must have and analytical understanding of PROMESA
  • Organizational and project management skills to handle multiple projects, meet deadlines, and manage resources effectively.
  • Knowledge of methods and techniques for evaluating project effectiveness and collecting feedback for continuous improvement.
  • Ability to organize and present work reports or others required correctly, clearly, and precisely.
  • Oral communication skills to express oneself correctly and accurately, in Spanish and English languages are required.
  • Excellent time management & interpersonal skills.
  • Establishes and maintains positive, effective working relationships with co-workers and consultants, academic, corporate, government, and international circles., among others.
  • Learns and adapts to dynamic demands inherent to the job and work environment.
