Senior Associate Fiscal Transformation

Job Description

The Senior Associate supports the development and maintenance of the annual commonwealth fiscal plan and its quarterly updates. This role assists in the analysis and preparation of the fiscal plan documents and quarterly reports in collaboration with FOMB advisors, fiscal agencies, and external advisors. The Senior Associate also plays a supportive role in the implementation of financial technology initiatives such as ERP systems, time and attendance solutions, and cybersecurity efforts. Additionally, this position aids in professional development efforts by assisting in the coordination of training programs for fiscal agencies.

Essential Role and Responsibilities

  • Assist Senior Manager and Director in aligning team strategies with FOMB’s mission.
  • Organize and attend meetings with stakeholders, advisors and fiscal agencies to track progress and address challenges.
  • Prepare accurate reports and presentations for senior leadership.
  • Collaborate with Senior Manager and advisors to ensure timely completion of initiatives.
  • Serve as liaison among advisors, fiscal agencies, and leadership for project updates.
  • Assist with data collection and analysis to inform decision-making.
  • Aid in developing and maintaining the annual fiscal plan.
  • Liaise between FOMB advisors and the state’s fiscal management team.
  • Review financial model outputs and suggest improvements.
  • Provide quarterly updates on revenues, expenditures, and cash balances.
  • Support ERP system implementation in central government.
  • Assist in rolling out time and attendance solutions.
  • Contribute to cybersecurity efforts for financial data.
  • Organize professional development programs for fiscal agencies.
  • Support training sessions on budget formulation, capital planning, procurement, and federal funds management.
  • Help prepare reports and updates for senior management.
  • Track training program effectiveness and suggest improvements.
  • Ensure compliance with fiscal management regulations.

Key Relationships

Internal Relationships

Daily contact with the Directors, and staff to achieve the objectives of PROMESA.

External Relationships

Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.

Supervisory responsibilities

This position does not involve supervisory responsibility.

Requirements for the position

Education and Experience

  • Bachelor’s degree in Finance, Accounting, Public Administration, or related field; advanced degree (MBA, MPA) or Certified Public Accountant license preferred.
  • A minimum of 2 to 4 years of experience in experience in public sector finance, budgeting, fiscal planning or related area.
  • Demonstrated experience supporting financial reforms or public sector projects, preferred

Additional-Desired Experience

  • Previous experience in:
    • Working with the local or federal government
    • Federal funding requirements
    • Budget development
    • Business processes
    • Understanding of cyber security protocols and best practices in network and data security
    • Presenting to high-level management

Skills and Competencies

  • Good project coordination skills and ability to work with multiple stakeholders.
  • Ability to perform financial data analysis and assist in budget formulation.
  • Advanced Office Skills (Excel, Word, PowerPoint.)
  • Advanced English (excellent speaking and writing skills)
  • Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills, capable of working collaboratively with various stakeholders.
  • Ability to work independently, while supporting broader team goals and initiatives.
  • Analytical thinking, with the ability to assist in identifying challenges and supporting solutions.
