Senior Associate Fiscal Transformation

Job Description

The Senior Associate supports the development and maintenance of the annual commonwealth fiscal plan and its quarterly updates. This role assists in the analysis and preparation of the fiscal plan documents and quarterly reports in collaboration with FOMB advisors, fiscal agencies, and external advisors. The Senior Associate is responsible for integrating financial models, data sources, and analytical tools to ensure alignment with business objectives and support strategic decision-making. Also, assists in drafting, structuring, and ensuring the clarity of the fiscal plan document.

Essential Role and Responsibilities

  • Assist the Senior Manager in developing strategies and setting team priorities that align with the overall mission of the Financial Oversight and Management Board for Puerto Rico (FOMB).
  • Organize and attend meetings with stakeholders, advisors, and agencies to revise fiscal plan documents and models, track progress, and address challenges.
  • Prepare accurate reports and presentations for senior leadership.
  • Aid in developing and maintaining the annual fiscal plan and quarterly updates.
  • Serve as liaison among advisors, fiscal agencies, and leadership for projects, regulations, and initiatives updates.
  • Align the fiscal plan with short and long-term goals.
  • Provide quarterly updates on revenues, expenditures, and cash balances.
  • Conduct thorough reviews of fiscal plan and quarterly updates to ensure consistency and clarity.
  • Ensure that financial strategies, objectives, and projections are clearly articulated.
  • Analyze and ensure financial models accurately reflect revenues projections, expenditures, and economic trends.
  • Review financial model process and outputs and suggest improvements.
  • Ensure data integrity and consistency across financial models.
  • Integrate financial models into the overall fiscal plan framework.
  • Identify trends, risks, and opportunities through scenario analysis, and integrate mitigation strategies into the models.
  • Continuously refine and update models based on performance data and business needs.
  • Implement quality control processes to improve document accuracy and effectiveness.
  • Ensure compliance with fiscal management regulations.

Key Relationships

Internal Relationships

Daily interaction with the staff to achieve the objectives in compliance with PROMESA.

External Relationships

Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.

Supervisory responsibilities

This position does not involve supervisory responsibility.

Requirements for the position

Education and Experience

  • Bachelor’s degree in Finance, Economics, Data Science, or a related field; an advanced degree is preferred.
  • A minimum of 2 to 4 years of experience in finance, financial modeling, data integration, fiscal planning or related area.
  • Demonstrated experience supporting financial reforms or public sector projects, preferred.

Additional-Desired Experience

  • Previous experience in:
    • Working with the local or federal government
    • Business processes
    • Knowledge of financial and tax regulations, compliance, and risk management

Skills and Competencies

  • Good project coordination skills and ability to work with multiple stakeholders.
  • Ability to perform financial data analysis and assist in integrating diverse datasets from multiple sources.
  • Strong proficiency in Microsoft Office Skills (Excel, Word, PowerPoint) and Think-Cell.
  • Advanced English (excellent speaking and writing skills).
  • Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills, capable of working collaboratively with various stakeholders.
  • Ability to work independently, while supporting broader team goals and initiatives.
  • Analytical thinking, with the ability to assist in identifying challenges and supporting solutions.
