Senior Associate Fiscal Transformation

Job Description

The Senior Associate of Budget Reform Initiatives (Fiscal Transformation Office) will assist in driving comprehensive reforms in Puerto Rico’s budgeting processes. The role supports the successful implementation of budgetary policies, procedures, and frameworks working closely with the Office of Management and Budget (OMB), PR Treasury (Hacienda), external advisors, and other key stakeholders. This position focuses on providing analytical support, assisting in project coordination, and ensuring compliance with fiscal policies, particularly in federal fund management and long-term capital planning.

Essential Role and Responsibilities

  • Assist the Senior Manager and Senior Director in developing strategies and setting team priorities that align with the overall mission of the Financial Oversight and Management Board for Puerto Rico (FOMB).
  • Organize and attend meetings with advisors, agencies, and stakeholders to track project progress, address challenges, and ensure clear communication.
  • Prepare detailed reports and presentations for senior leadership on budget reform progress, ensuring accuracy and alignment with established goals.
  • Work closely with the Senior Manager and advisors to monitor the implementation of budget reform initiatives, ensuring tasks are completed according to schedule.
  • Act as a liaison between advisors, fiscal agencies, and leadership, ensuring continuous and effective communication regarding project updates and fiscal transformation activities.
  • Assist with data collection, analysis, and reporting, providing insights and recommendations to inform decision-making.
  • Support the reform of Puerto Rico’s budget development process by assisting in data gathering, process documentation, and tracking key milestones.
  • Work with the Senior Manager and OMB to ensure new processes and systems are effectively implemented.
  • Collaborate with internal teams and external advisors to help develop budget execution policies, ensuring they are practical and scalable.
  • Assist in training key personnel at OMB and Treasury to implement policies in a sustainable manner.
  • Assist in establishing frameworks that ensure compliance with modified accrual accounting principles.
  • Work with advisors to track progress on the adoption of new financial management standards.
  • Provide analytical assistance in designing and implementing financial management tools to enhance cash flow monitoring and decision-making, while collaborating with Treasury and OMB to integrate these tools into daily operations.
  • Assist the Senior Manager in developing policies for reserve management, including guidelines for usage, replenishment, and monitoring of reserve levels.
  • Ensure timely reporting and transparency in the management of public funds.
  • Support the creation of policies that guide responsible debt issuance and management, focusing on maintaining sustainable debt levels.
  • Assist in Establishing Federal Funds Management Function
  • Support Capital Plan Budget Development and Prioritization

Key Relationships

Internal Relationships

Daily contact with the Senior Manager, Directors, and staff to achieve the objectives of PROMESA.

External Relationships

Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.

Supervisory responsibilities

This position involves supervisory responsibility.

Requirements for the position

Education and Experience

  • Bachelor’s degree in Finance, Accounting, Public Administration, or related field; advanced degree (MBA, MPA) or Certified Public Accountant license preferred.
  • A minimum of 2-4 years of experience in public sector finance, budgeting, capital planning, cash management or related areas.
  • Demonstrated experience supporting financial reforms or public sector projects.

Additional-Desired Experience

  • Previous experience in:
    • Working with the local or federal government
    • Federal funding management and grants compliance
    • Budget development
    • Presenting to high-level management

Skills and Competencies

  • Knowledge of budgetary principles, fiscal policy, and accounting standards.
  • Familiarity with federal fund management and grants compliance preferred.
  • Strong data analysis and reporting skills.
  • Strong organizational skills, with the ability to manage multiple tasks and meet deadlines.
  • Excellent communication and interpersonal skills, capable of working collaboratively with various stakeholders.
  • Analytical thinking, with the ability to assist in identifying challenges and supporting solutions.
  • Ability to work independently, while supporting broader team goals and initiatives.
  • Proficiency in financial software and advanced Excel skills.
  • Advanced Office Skills (Word, PowerPoint.)
  • Advanced English (excellent speaking and writing skills)
