Job Description
The Reporting Manger plays a critical role in supporting the Budget Management Director by preparing comprehensive weekly and monthly reports that summarize financial data and key findings. This position requires a detail-oriented professional who can establish and monitor reporting requirements, ensure compliance with fiscal regulations, and communicate effectively with various stakeholders.
- Prepare weekly/monthly reports to summarize data received and findings for Budget Management Director.
- Establish through the Fiscal Plan and Budgets the additional reporting requirements and its Cadence.
- Monitor and track Governments reporting compliance with PROMESA Law, Fiscal Plan and Certified Budget.
- Monitor Financial Reporting including but not limited to the following: B2A’s, Cash Flows, Account Payable Analysis, Emergency Reserve Fund, Fund Extensions, Tax Credits, Payroll & Headcount as well as Disaster related expenses.
- Create and design comprehensive reports that meet organizational needs and stakeholder requirements.
- Monitor Government Bank accounts on a weekly basis.
- Report any liquidity risks observed to respective areas for awareness and actions.
- Oversee Fund Extension Report monthly to ensure government’s restricted funds are properly accounted for correct calculation of the surplus as stipulated in the Fiscal Plan Surplus Sharing Calculation Agent Agreement.
- Promote efficient communication between FOMB and the Government.
- Conduct monthly meetings with Hacienda/OCFO, OMB & AAFAF to ensure data is accurate and identify possible noncompliance or lack of information to address solution.
- Communicate noncompliance findings and provide recommendations for best practices.

Internal Relationships
Daily contact with the Directors, and staff to achieve the objectives of PROMESA.
External Relationships
Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.
Supervisory responsibilities

- Bachelor’s degree in finance, Accounting, Business Administration, or a related field is required.
- A minimum of 3-5 years of experience in finance or accounting, with at least 1 year in a leadership role overseeing financial reporting process.
- Experience in project management, including managing large-scale financial projects from conception to implementation.
- Demonstrated ability to develop and execute strategic plans in alignment with organizational objectives.
- Strong understanding of financial regulations and reporting requirements.
- Experience with financial modeling, forecasting, and budgeting.
- Previous experience in:
- Working with the local or federal government
- Federal funding requirements
- Presenting to high-level management
- Expertise in financial reporting tools.
- Proficient in data collection, validation, and management to ensure accurate reporting.
- Familiarity with relevant financial regulations, compliance standards, and best practices.
- Strong ability to analyze financial data, trends, and reports to inform decision-making.
- General knowledge of Generally Accepted Accounting Principles (GAAP), International Financial Reporting Standards (IFRS), and other relevant accounting frameworks.
- Understanding of cash flow management, investment strategies, and financing techniques to optimize the organization’s liquidity and financial stability.
- Understanding of various debt instruments.
- Understanding of internal and external audit processes, including the ability to work with auditors and address any findings or recommendations.
- Strong analytical skills to interpret financial data, identify trends, and perform cost-benefit analyses for transformation projects.
- Ability to prepare and submit required fiscal reports to regulatory bodies accurately and on time.
- Proficiency in analyzing financial data to identify trends, anomalies, and opportunities for improvement.
- Ability to produce clear and concise technical documentation, reports, and proposals.
- Proficiency in managing complex projects, including planning, execution, monitoring, and closing projects successfully.
- Strong leadership skills to guide and mentor managers, foster team collaboration, and develop a high-performing team.
- Strong analytical skills to interpret financial data, identify trends, and make data-driven decisions.
- Resourceful, and able to communicate with internal and external sources to obtain the necessary information to inform recommendations.
- Ability to timely deliver quality work as well as review the work of others for relevance, accuracy and quality.
- Ability to meet deadlines, develop realistic action plans and measurable outcomes, create program budgets, prioritize, and plan workload, and use time efficiently.
- Experience in assessing and adjusting financial models.
- Learns and adapts to dynamic demands inherent to the job and work environment.
- Proficiency in financial software and advanced Excel skills.
