Job Description
The main responsibility of the Legal Associate will be to review energy contracts submitted by PREPA, LUMA, and Genera to ensure compliance with PROMESA and the Contract Review Policy, established pursuant to Section 204(b)(2) of PROMESA.
- Review energy contracts and related documentation submitted by PREPA, LUMA, and Genera.
- Review government procurement processes, from RFP issuance through final award.
- Identify risks and provide recommendations for mitigating these risks.
- Prepare requests for information and related documentation as needed.
- Interpret and apply the Contract Review Policy consistently.
- Maintain current knowledge of procurement law, regulations, and best practices.
- Conduct legal research related to procurement and contracting matters.
- Draft legal memoranda and prepare presentations as needed.
- Coordinate timely communication with internal workstreams to evaluate contract compliance with the applicable fiscal plan and budget.
- Support Board workstreams.
- Develop an extensive understanding of PROMESA and the Certified PREPA Fiscal Plan.
- Establish effective working relationships with Board staff, advisors, and government officials.
- Other tasks as requested by the Deputy General Counsel and/or the General Counsel.

Internal Relationships
Daily contact and engagement with Board staff to support the objectives of PROMESA.
External Relationships
Frequent contact with government officials, advisors, and stakeholders.
Supervisory responsibilities
The position does not involve supervisory responsibility.

- Juris Doctorate from an accredited law school with an up-to-date and current license to practice law in Puerto Rico and/or the US.
- A minimum of 1 to 2 years of in-house or law firm experience.
- Experience in contract drafting and negotiation, preferably government contracts.
- Experience with federal procurement regulation is a plus.
- Government experience is a plus.
- Strong negotiation, prioritization, and time management skills.
- Strong attention to detail, sense of urgency, and good judgment.
- Excellent writing and analytical skills.
- Ability to synthesize complex legal and technical issues for general audiences.
- Ability to work independently and to deliver quality work under time-sensitive deadlines.
- Ability to handle a high volume of sensitive and confidential information.
- Ability to establish and maintain positive, effective working relationships.
- Resourceful and well-organized.
- Willingness to learn and adapt to dynamic demands inherent to the work environment.
- Strong written and verbal communication skills in Spanish and English.
