Lead Senior Associate

Job Description

The Lead Senior Associate in Budget Management plays a pivotal role in overseeing and enhancing the budgeting process for the FOMB. This position entails a comprehensive responsibility for the development, implementation, and continuous monitoring of budgets, ensuring alignment with organizational goals. The Lead Senior Associate will collaborate extensively with cross-functional departments to facilitate precise financial planning, promote adherence to the Fiscal Plan, and drive strategic initiatives that enhance budgetary performance and accountability. Additionally, this role requires a proactive approach to identifying opportunities for process improvements and providing insightful analysis to support informed decision-making at all levels of the organization.

Essential Role and Responsibilities

  • Facilitate the budget planning process by gathering and synthesizing financial data from various sources.
  • Participate in the budget certification process to ensure compliance and accuracy.
  • Prepare and consolidate departmental budgets and forecasts to align with Certified Fiscal Plans.
  • Maintain budgeting templates and documentation for consistency and precision.
  • Create financial reports and presentations for senior management, highlighting budget performance and trends.
  • Analyze and consolidate departmental budgets into a comprehensive organizational budget.
  • Conduct detailed financial analyses to identify trends, variances, and potential risks.
  • Assist in developing budgeting models and tools for efficient budget creation.
  • Collaborate on the budget timeline in consultation with government and legislative bodies.
  • Ensure adherence to budgetary constraints and financial policies.
  • Resolve budget-related issues or discrepancies as they arise.
  • Evaluate proposed budget reprogramming requests for consistency with the Certified Budget and Fiscal Plan.
  • Analyze financial data to identify opportunities for cost savings and efficiency improvements.
  • Ensure budgeting processes comply with internal policies and external regulations.
  • Engage in the development and review of the Fiscal Plan, coordinating with advisors as needed.
  • Report significant milestones and policy decisions to the supervisor.
  • Foster a positive work environment that encourages achievement.
  • Provide administrative support for budget-related meetings, including scheduling and material preparation.
  • Perform additional tasks as required by operational needs.

Key Relationships

Internal Relationships

Daily contact with the Directors, and staff to achieve the objectives of PROMESA.

External Relationships

Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.

Supervisory responsibilities

This position involves supervisory responsibility.

Requirements for the position

Education and Experience

  • Bachelor’s degree in finance, Accounting, Business Administration, or a related field is required.
  • A minimum of 2- 4 years of experience in budgeting, financial planning, or a related field.
  • Strong understanding of financial regulations and reporting requirements.
  • Experience in project management, including managing large-scale financial projects from conception to implementation is preferred.

Additional-Desired Experience

  • Previous experience in:
    • Working with the local or federal government
    • Federal funding requirements

Skills and Competencies

  • Proficient in developing, managing, and analyzing budgets in alignment with organizational goals and strategic initiatives.
  • Skilled in preparing comprehensive financial reports and summaries, along with in-depth analyses of financial statements.
  • Capable of analyzing intricate financial data to identify trends, variances, and potential issues effectively.
  • Experienced in handling complex and confidential information with the utmost discretion and professionalism.
  • Advanced Excel Proficiency: Expertise in financial modeling, data analysis, pivot tables, and complex formulas to interpret and present financial data effectively
  • Must be able to apply problem-solving and experience-based judgment to complex challenges by focusing on the critical issues and constraints that affect business performance. 
  • Demonstrated ability to guide and mentor team members, fostering professional development and growth.
  • Ability to meet deadlines, develop action plans, prioritize tasks, and manage time efficiently Ability to handle complex and confidential information with discretion.
  • Excellent bilingual communication skills (Spanish and English), both oral and written.
  • Ability to interact in a mature, tactful, and flexible manner with team members.
  • Establishes and maintains positive, effective working relationships with co-workers and consultants, among others.
  • Resourceful, and able to communicate with internal and external sources to obtain the necessary information to inform recommendations. 
  • Learns and adapts to dynamic demands inherent to the job and work environment.
