Financial Associate

Job Description

Performs multiple diverse and complex accounting and financial management duties for a department or unit. Typically works with multiple sources of funding which may include sponsored research, and federal restricted funds, grants and contracts. Performs audit function to assure accuracy and compliance with internal and external regulations. Works independently in selecting and applying established procedures appropriately. Updates supervisor on status of projects as required. Coordinates responsibilities in several areas of fiscal activity for a department or unit.

Essential Role and Responsibilities

  • Review and evaluate financial risk, financial reporting, and accounting transactions processes including controls related to Governmental entities.
  • Apply provisions in PROMESA relevant to creating financial accurate information.
  • Review and evaluate Government financial business processes and financial statements.
  • Work directly with government agencies, potential investors, attorneys, and other entities as required.
  • Contribute to the design, preparation, and analysis of reports and findings in a clear, logical, and concise manner.
  • Develop integrated financial modeling/projections, cash flow budgets, among others.
  • Ongoing complex analysis of current year budget-to-actual variance through creative use of financial models/tools.
  • Closely examine financial and accounting records, compile data, and conduct financial reviews and audits. This requires familiarity with recognized accounting standards.
  • Create and produce complex special analytical reports pertaining to specific areas of the county or local economy using a wide variety of current research tools.
  • Develop, analyze, and interpret statistical and accounting information to evaluate operating results in terms of profitability and performance against budget.
  • Review and produce financial data providing research and data analysis to present for use in planning and decision making.
  • Maintain awareness of developments in the fields of budgeting, forecasting, public administration, and public financial management
  • Provide and present analysis of budget-related data to senior management.
  • Enter budget data and adjustments into financial accounting software and reconcile any differences.
  • Review data and information for accuracy and make corrections when necessary.
  • Maintain accurate records for all transactions affecting budget preparation.
  • Produce reports and statistical data as needed.
  • Other job-related duties as required.

Key Relationships

Internal Relationships
• Daily contact with the Directors, Managers, and staff to achieve the objectives of PROMESA.
External Relationships
• Frequent contact with consultants, government agencies, attorneys and other stakeholders as needed.
Supervisory responsibilities
• The position does not involve supervisory responsibility.

Requirements for the position

Education and Experience

  • A minimum of three years of combined experience in financial management, focusing on financial reporting and/or auditing; budget management; distribution; and forecasting
  • Bachelor’s degree in accounting, Finance, Economics, or any other related discipline from an accredited college/university; CPA and/or CGFM/CDFM/CFA certifications preferred. 
  • Master’s Degree is a plus +

  • Ability to present financial data using detailed reports and charts.
  • Excellent analytical skills
  • Ability to collaborate with other members of the team, as well as with stakeholders and the public.
  • Strong project management skills are required to effectively manage multiple initiatives and ensure that deadlines are met.
  • Ability to think strategically and provide innovative solutions to complex problems.
  • Ability to train others in budgeting, the budget process, budget development process, financial tracking and forecasting methods and the use of budget related software applications and systems related.
  • Ability to analyze data and situations, independently develop, effectively present, and propose, and successfully implement solutions and alternatives.
  • Understanding of financial law and regulations as well as an analytical understanding of PROMESA
  • Strong written and oral communication skills required.
  • Government experience is a plus +
  • Ability to manage complex and confidential information with discretion.
  • Communicates effectively and professionally in both a written and oral form in English and Spanish
