Job Description
The Budget Management Senior Associate is responsible for providing support to FOMBs budgeting process, including the development, implementation, and monitoring of budgets. This role involves working closely with various departments to ensure accurate financial planning and adherence to the Fiscal Plan.
- Support the budget planning process by collecting and compiling financial data from various sources.
- Assist the budget certification process.
- Assist in the preparation and consolidation of departmental budgets and forecasts to promote consistency with the Certified Fiscal Plans.
- Maintain budgeting templates and documentation to ensure consistency and accuracy.
- Create regular financial reports and presentations for senior management, highlighting budget performance, trends, and forecasts.
- Analyze and consolidate departmental budgets into a comprehensive organizational budget.
- Execute detailed financial analysis to identify trends, variances, and potential risks.
- Assist the preparation of the budgeting models and tools to support efficient and accurate budget creation.
- Collaborates in the development and communication of the budget timeline in consultation with the Government and the Legislature.
- Support the adherence to budgetary constraints and financial policies.
- Assist any budget-related issues or discrepancies.
- Assist in the determination whether the proposed budget reprogramming request is inconsistent with the Certified Budget and/or Fiscal Plan.
- Support the analysis of financial data to identify opportunities for cost savings and efficiency improvements.
- Document budgeting processes comply with internal policies and external regulations.
- Assist the development and reviews of the Fiscal Plan as necessary, potentially coordinating with advisors to ensure the plan’s robustness and relevance.
- Report to the supervisor important milestones and policy decisions required.
- Promotes a positive work environment that encourages individuals and groups to achieve their goals in the organization.
- Provide administrative support for budget-related meetings, including scheduling and preparing materials.
- Other tasks which may be required by operational needs.
Key Relationships
Internal Relationships
Daily contact with the Directors, and staff to achieve the objectives of PROMESA.
External Relationships
Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.
Supervisory responsibilities
This position involves supervisory responsibility.

- Minimum of a Bachelor’s degree in Finance, Accounting, or related field; Master degree or Professional certification (e.g., CPA, CMA) preferred.
- A minimum of 2- 5 years of experience in budgeting, financial planning, or a related field.
- Experience in project management, including managing large-scale financial projects from conception to implementation is preferred.
- Ability to develop, manage and analyze budgets to organizational goals and strategic initiatives
- Ability to prepare detailed financial reports and summaries, and analysis of financial statement
- Ability to analyze complex financial data to identify trends, variances and potential issues
- Ability to handle complex and confidential information with discretion.
- Ability to timely deliver quality work as well as review the work of others for relevance, accuracy and quality.
- Advanced Excel Proficiency: Expertise in financial modeling, data analysis, pivot tables, and complex formulas to interpret and present financial data effectively
- Must be able to apply problem-solving and experience-based judgment to complex challenges by focusing on the critical issues and constraints that affect business performance.
- Ability to meet deadlines, develop action plans, prioritize tasks, and manage time efficiently Ability to handle complex and confidential information with discretion.
- Excellent bilingual communication skills (Spanish and English), both oral and written.
- Ability to interact in a mature, tactful, and flexible manner with team members.
- Establishes and maintains positive, effective working relationships with co-workers and consultants, among others.
- Resourceful, and able to communicate with internal and external sources to obtain the necessary information to inform recommendations.
