Job Description
The Implementation Support Lead will guide key initiatives and drive transformation across education and workforce sectors, or other initiatives, advancing efficiency, effectiveness, and customer focus to foster the well-being of Puerto Rico.
- Conducting broad assessments to identify workforce or organization needs and performance enhancement opportunities.
- Create and implement strategies for workforce development or other initiatives.
- Collaborate with leadership and various departments to align strategies or other initiatives with organizational goals.
- Oversee occasional change management initiatives to ensure smooth transitions during transformation processes, addressing resistance and foster acceptance.
- Monitor compliance with laws and regulations.
- Stay updated on best practices and regulatory changes to refine transformation initiatives.
- Ensure that all initiatives respect and promote employees’ rights in line with legal and ethical standards.
- Leverage technology and digital tools to improve efficiency and engagement.
- Prepare reports for leadership on progress, challenges, and outcomes related to transformation initiatives.
- Build and maintain relationships with key stakeholders.
- Oversee the evaluation and assessment of transformation initiatives to measure impact.
- Monitor compliance with government regulations and ensure transparency and accountability in all activities
- Prepare detailed reports to communicate findings to the area lead
- Monitor developments and advise management once implementation occurs or if delays are expected
- Communicate with the leadership about important milestones and decisions required
Key Relationships
Internal Relationships
Daily contact with the Directors, and staff to achieve the objectives of PROMESA.
External Relationships
Frequent contact with advisors, government agencies, attorneys and other stakeholders as needed.
Supervisory responsibilities
This position involves supervisory responsibility.

- Bachelor’s degree in Business Administration or a related field.
- A minimum of 2-4 years of experience in supporting implementations or a related field within the public sector.
- Demonstrated experience in leading and managing large-scale transformation projects within the public sector.
- Demonstrated ability to develop and execute strategic plans in alignment with organizational objectives.
- Previous experience in:
- Working with the local or federal government
- Presenting to high-level management
- Ability to develop and implement comprehensive strategies.
- Capability to analyze data and research to inform policy and practice.
- Ability of guiding organizations through change initiatives effectively.
- Capability to develop and implement long-term strategies aligned with organizational goals.
- Flexibility to adapt strategies and approaches in response to evolving landscapes and policy changes.
- Proficiency in managing projects, including planning, execution, and monitoring.
- Ability to build and maintain relationships with various stakeholders, including government, area leaders and directors.
- Understanding of organizational culture and the ability to drive cultural change.
- Ability to timely deliver quality work as well as review the work of others for relevance, accuracy and quality.
- Ability to meet deadlines, develop realistic action plans and measurable outcomes, create program budgets, prioritize, and plan workload, and use time efficiently.
- Learns and adapts to dynamic demands inherent to the job and work environment.
- Proficiency in financial software and advanced Excel skills.
- Advanced Office Skills (Word, PowerPoint.)
- Advanced English (excellent speaking and writing skills)
